Z.ai (Zhipu AI) is a Beijing-headquartered AI creator operating internationally through a Singapore entity. While flagship models such as GLM-5.1, GLM-5.2, and GLM-5.3 Flash offer permissive weights, frontier releases like GLM-5.3 carry restrictive custom terms. Regulated European enterprises face meaningful exposure to Chinese state-oversight laws, cross-border data transfer hurdles, and the absence of an EU establishment or Article 54 authorised representative.
